According to the program, the artist is likely Lih Shyu, who was a Fashion Design major, Class of 1993. -

One shoulder purple velvet and taffeta gown; shoulder strap on left, built-in corset of black mesh, taffeta over-drape covering the bust and creating a large skirt to the right side, taffeta drape lined in clear polyester mesh to stiffen, left side zipper, bow on shoulder and on right side of skirt at the hip, ankle length. Line across the skirt where it probably draped across a hanger. -
